The Chairman read the announcements of vacancies on the various boards, commissions, committees and the upcoming community forum services.
Mass. Bassmasters Fishing Tournament at Sampson’s Pond - 6-21-09:
Motion by Ward, second by O’Donnell to approve. Vote unanimous.
Financial Update:
LaFond stated he met last evening with the School Committee. The budget hearings are this Saturday. He is in the process of meeting with the Collective Bargaining Units and employee groups regarding the budget shortfall and how to retain as much services as possible. Discussion with the employee groups is very positive. LaFond also stated tax collections statewide are off and lottery funds are at an historic low.
Stepping Stones Liquor License Hearing:
Mary Brady came before the Board requesting an all alcoholic liquor license to be located at 66 Main Street (formerly Brother’s Best Restaurant). She has worked in the restaurant industry as a manager for many years. Hours of operation requested are 11 a.m. to 1 a.m.
The owner of the Dance Studio in Plaza expressed her concerns for the safety of her students in the parking lot if license is granted and would like the Board to set a restriction of purchasing a meal in order to be served liquor. Brady stated all employees TIPS certified and that is hard to force patrons to eat. Casey asked if there were any problems with Brothers Best Café and stated the hours of operation concern him in relation to how much food is going to be consumed until the 1 a.m. closing.. She stated there were no problems. O’Donnell commented there was a high volume of traffic in plaza. B. Lauzon stated the Little Red Smokehouse is located in a plaza with a dance studio and asked if there were restrictions placed on that license, and is the Board being fair if they place
restrictions on Stepping Stones? Lloyd Smith stated parking is issue handled by Zoning Board and that entertainment is usually after 9 P.M.
O’Donnell motion to continue hearing until March 10th at 7:15 p.m., second by Ward. Casey stated he would like to do site visit to put some of his concerns to rest. Vote unanimous.
Kevin & Vernon L. Ferreira d/b/a Ferreira’s Used Cars & Repairs - Class II & Commercial Garage License Applications:
Kevin and Vernon Ferreira came before the Board requesting a five car Class II and Commercial Garage Licenses. Ward recused himself from participation due to the fact he is a neighbor. Vernon distributed a drawing of the display of vehicles for sale, and did state they will not be visible from the street as depicted on the drawing. Casey asked Ferreira to delineate the slots on the drawing of the five vehicles and Ferreira complied and initialed. Abutter Don Jacobs stated concerns with hours of operation of the business due to problems in the past. Vernon stated that business will operate until 6:30 p.m. Abutter Kerry Murphy also expressed concern about late hours, as they have had to call the police in the past. Jacobs asked Ferreira if there is activity after 7 P.M. should he
call the police and Ferreira answered in the affirmative.
Motion by Casey, second by O’Donnell to approve both licenses with display cars being located in back of building #2. Vote 3-0-1 (Ward abstained).
Selectmen Notes:
O’Donnell asked that everyone keep our troops in thoughts and prayers.
Ward reminded the Board of the Eagle Scout Honor Court coming up.
Casey stated the Legion was having a spaghetti dinner. This is one of two fundraisers where the profits go to scholarships for OCRVTS students.
Angley reminded residents that the Budget Hearings were going to take place on Saturday, February 26th.
