Present: Selectmen O’Donnell, Ward, Angley, Hewins, Chairman Casey, Town Administrator LaFond and A.T.A. Bouchard.
Announcements: The Chair announced the openings on various boards, committees and commissions after leading the audience in the Pledge of Allegiance to the Flag.
Housing Authority Appointment - Joint Appointment of the Selectmen and Housing Authority:
Housing Authority Members Zachary Swain, Judith Frost and Kenneth Simmons joined the Board to discuss the appointment of Darren Gagnon to the Housing Authority until the next annual election. The applicant was unable to attend this evening’s meeting, however Swain indicated he met with the Housing Authority Board last week and they are in favor of the appointment. Motion by Angley, second by Ward to appoint. Vote unanimous.
SRPEDD JTPG Appointment:
Applicant Peter Donnelly, DPW Commissioner, came before the Board requesting appointment to the Joint Transportation Planning Group. Motion by Ward to appoint, second by Angley. Vote unanimous.
One Day Special Licenses:
Carver Sportsman’s Club - August 30, 2009: Motion by Ward second by Angley to grant. Vote unanimous.
St. John’s Club - September 12, 2009 Dance: Motion by Ward, second by Hewins to grant. Vote unanimous.
Lakenham Green Gift Account:
LaFond asked that the Board include fundraising proceeds of the sale of bricks and the monopoly board to the existing gift account. Motion by Ward, second by O’Donnell to approve all existing approved fundraising activities goes into the existing gift account. Vote unanimous.
Special Town Meeting:
LaFond stated that a Special Town Meeting is needed before the end of September for the ongoing School Building Project to meet deadlines set forth by the MSBA. The School also has to deal with a septic system failure. He is recommending a date of September 28th with September 4th set as a deadline for warrant articles. The Town will also take care of budget shortfalls due to decreased state revenue. Ward asked if it could be delayed due to concerns expressed to him on deadline to prepare articles. Both LaFond and Angley stated the timing is important so that we do not jeopardize the funding from the State. Angley stated the Town’s reimbursement is 63% and up to 8% of the funding can be used for site preparation, therefore the septic system problem can be taken
care of with this funding. Motion by Ward to set a Special Town Meeting date of September 28, 2009 at 7 P.M., with the article submission deadline of September 4, 2009, seconded by Angley. Vote unanimous.
Minutes of August 11, 2009:
Hewins stated one amendment to make on Page 2 regarding the acceptance of deeds to the Great Cedar Swamp. The record needs to state that she recused herself from the vote and the records needed to reflect that. Motion by Ward, second by O’Donnell to approve the minutes with the above amendment. Vote unanimous.
Selectmen Notes:
Angley - nothing
Hewins - stated that she had presented more paperwork from herself and Mike Mendoza regarding the “Stretch Code” that the Board should review, before it is brought before them as a Town policy. LaFond is making progress in getting the NSTAR data for the ICLEI software program. Jack Hunter and she have been talking about the possibility of the zoning articles and hopefully will get them for Town Meeting, however the timing is difficult. She also stated that she attended the school building meeting with Angley and LaFond and they are making a lot of progress checking all environmental and sustainability issues to keep the costs down and doing a good job. There will be a lot of re-use.
Ward - He talked to Hunter and a new member of the IDC indicated that “green construction” is becoming more affordable. He is concerned about the H1N1 virus and would like to invite the Health Agent in for an update. LaFond suggested that the Emergency Management Director also be invited as they are currently working together on a disaster plan. Ward also discussed the plan to have a financial summit on the Town’s building needs. LaFond stated we are in the process of gathering data so that we can put forth impact numbers that that we can have some good numbers to format for a larger audience. He will be talking to Buz Artiano, but we have not talked about the Police Station in a while. Ward stated his three major concerns are the Police Station, Fire Station and the
School.
O’Donnell stated the casino issue is rearing its head again due to the economic state, and it hasn’t gone away. The Town cannot loose focus. Also reminded townspeople that school starts next week, Labor Day is approaching as well as King Richards Faire and there will be a lot of traffic. Asked townspeople to keep our troops serving around the world in their thoughts and prayers.
Hewins spoke the need to pursue Green Communities Act and Federal Stimulus funding tied to green projects to see if we qualify for help with our building needs.
Casey stated we had a late request from Cub Scout Pack 63 for permissions to hold a fishing tournament (shore) at Sampson’s Pond on August 29. Motion by Angley, second by Hewins to approve. Vote unanimous. He also stated that the Board received an invitation to the Health Fair sponsored by the Plympton/Carver Triad to be help at Shurtleff Park on September 9 from 10 A.M. to 3 P.M.
Ward stated he received a letter from Decas Cranberry Sales on a meeting on September 4, 2009. Discussed will be surplus vs. usage. We will be picking the Cole Bogs on September 19th and 20th and the Town needs help.
Town Administrator Notes:
LaFond stated one item for Tom Meeting will be to close up the budget gap and the primary focus will be how much additional revenue came in. Further information on that will be available in the next couple of weeks. The bid opening for the Fire Department Exhaust System was today, and there were two bidders. Thursday the bids will be opened on the new Salt Storage Facility.
Motion by Angley to go into Executive Session and not to return to Open Session under M.G.L. Chapter 39, § 23B to discuss strategy and conduct bargaining with non-union personnel. Roll Call Vote taken.
